Vishal Singh, born in 1973 into a humble family in Jaunpur, Uttar Pradesh, is an ardent believer in human-centric development.
As the District Magistrate of Bhadohi and CEO of the Bhadohi Industrial Development Authority, his educational experiences have provided him with a multifaceted perspective crucial for effective governance.
His academic journey began at Sant Atulanand Residential Academy, Varanasi, followed by UP College, Varanasi. He earned a Bachelor of Technology in Computer Science from the Madan Mohan Malviya Institute of Technology, Gorakhpur, in 1995. This technical background laid a solid foundation for his problem-solving skills in administration. His MBA in Marketing, completed in 1998 from IMS Ghaziabad, further enhanced his understanding of strategic planning and public relations, vital for his roles in municipal governance. In 2008, he was awarded the 4th Chevening Scholarship for a leadership course at the London School of Economics, which he completed in 2009, gaining insights into global administrative practices. His academic pursuits culminated with a Master’s in Public Policy & Management, specializing in International Development, from the University of Maryland, USA, in 2012.

Personal Life and Interest
Personal life encompasses an individual’s choices and preferences beyond their professional sphere, including hobbies, cultural interests, attire, companions, and family. In the context of Mr. Vishal Singh, he is the esteemed son of Dr. (Lt) Raj Singh and Smt. Vidya Singh, who have provided a nurturing environment filled with love and support. Mr. Singh is married to Dr. Divya Singh, and together they are the proud parents of Master Aditya Raj Singh.
From a young age, Mr. Singh has demonstrated a strong inclination towards knowledge acquisition, adopting teaching as a hobby. He understands society’s need for high-quality education and the requisite knowledge and skills that educators must possess to meet these standards.
In his commitment to contributing to the development of youth, Mr. Singh shared his knowledge and insights as a guest lecturer at esteemed institutions such as IMT Nagpur and SP Jain Institute of Management in Singapore. In 2009, Mr. Singh was honored with the prestigious 4th Chevening Scholarship to study at the London School of Economics and Political Science, a testament to his exemplary academic performance. His scholarly excellence was further recognized with a merit-based scholarship throughout his Bachelor of Technology studies at Madan Mohan Malviya Institute of Technology, Gorakhpur.
Mr. Singh’s engagement with international forums includes participation in a conference in Tehran, Iran, focusing on the use of the internet by MSMEs. His contributions in this field were acknowledged, leading to an invitation to attend the World Bank’s Information Technology Services in procurement programs.
Continuing his pursuit of knowledge, Mr. Singh completed a master’s program in Sustainability & Eco-Tourism in Peru. Following this achievement, he traveled to Java, Bali, and Sumatra to share his insights on the sustainability of agriculture and social cooperation.

Timeline
Born to a notable family in Jaunpur, Uttar Pradesh on November 3rd, 1973, Mr. Vishal Singh with interests inclined strongly towards acquiring in depth knowledge that increased his sense of critical thinking to remove blockages which affects the overall growth of human lives. His life in terms of education and learning can be easily portrayed as ‘’A never ending process – Learning’’.
Mr. Singh had completed his high school studies from Sant Atulanand Residential Academy, Varanasi while finished 11th and 12th at UP College Varanasi.
Graduated as the Bachelor of technology in computer science field in 1995, at Madan Mohan Malviya Institute of technology in Gorakhpur
Later he also studied MBA in Marketing for degree of post graduation in the year 1998 at IMS Ghaziabad.
After completing his studies Mr. Singh appeared for Uttar Pradesh Public Service Commission and was appointed as PCS Officer.
In 2002 -2003 he was posted at Roorkee, Uttrakhand as the SDM (Sub Divisional Magistrate). He also collaborated with IT Professors of IIT Roorkee, RD Counsil and initiated working towards KIOSKS based model to deliver Government services to citizens which were implemented by Government of UttraKhand. In 2003 he also served as SDM Kashipur, UttraKhand for a short span of 15 days. Along with above mentioned he also became the Joint Secretary of IT (information technology).
Later on in November 2005 he worked hard and responsibly as Executive Director of UP Hill Electronics Corporation Limited, which was stalling at loss prior to his joining there yet he triumphantly managed to render the company’s situation into a profit earning institution by re-employing and re-training the unused manpower.
He had also been enrolled into the Project Coordinator Information Technology Development Agency (ITDA). He implemented different Technology assisted projects which were funded by the World Bank. Some of them are as follows:
Citizen Data Hub was a project in which Data Collection was performed in Vikas Nagar Town Area using which Authentic Robust Database was created and certificates like Caste Certificate, Income Certificate were issued without physical verification.
Aarohi initiative, during this project all government schools were made equipped with Computers and latest needful software for better learning. Teachers were trained effectively for working in Technology Assisted learning to provide a better education to everyone.
Computer Based Technology in this Code Neutral & Technology Neutral courses were developed for science & Mathematics for classes 9, 10, 11 & 12 under Uttrakhand Government.
First time Y Max Technology was introduced for non-line of sight last mile connectivity in Uttarakhand.
Computerised Land records of Uttarakhand were recorded in both Textual and Cadestral Maps
In January of 2006 he got posted as the Senior Consultant in Ministry of Information Technology, Government of India and handled Program Management, Monitoring and Evaluation at National Institute of Smart Government. He also got recognized for being able to computerize the traditional process and working at CBTD (Central Board of Direct Taxes) & CBEC (Central Board of Excise and Customs). He had also encouraged to use Mission Mode programs for State Data Centre & National Data Centre and productively worked on introducing MPNIC Project currently known as UIDAI (Aadhar).
While In January of 2008 he served at SDM Ghaziabad and brought the riots under control while also keeping law & order in responsive way. While working towards betterment of our nation he always discouraged any acts of illegal mining, land grabbing rackets being governed by strict regulations and even implemented E District projects.
After Ghaziabad he was transfered to Noida as SDM.
In 2009 he was posted as SDM Noida. He worked against illegal mining. He even implemented E District projects. Due to his fine work, he was ranked as Best Sub Division in Noida.
Moving further ahead to gain education, his academic record got acknowledged and led him to receive the 4th Chevening’s Scholarship in the Leadership course from government of United Kingdom, for study at London School of Economics and Political Science to which he completed during 2009
For attaining another degree as post graduation of studying Master’s program course in Public Policy & Management with Specialization of International Development, at School of Public Policy in University of Maryland, USA in 2012
In the year 2013 he served as SDM Meerut for just 6 months yet in this short period he implemented Law & Order during Muzaffarnagar riots.
Afterwards he was appointed as Officer on Special Duty to Board of Revenue, Lucknow.
In the same year he was appointed as GM of Uttar Pradesh Skill Development Mission. He was Founder & also Integrated Projects while he introduced new trades like perfumery with collaboration of Tata Institute of Science and rated as world’s largest skill development project.
In October month of the year 2014 he got posted as Additional District Magistrate (ADM) & Collector Kasganj, Uttar Pradesh for just 3 days.
And then he was ADM Bulandshahr Uttar Pradesh where he played a vital role in regards to construction of NH 91 and acquired land for it.
He raided the Red Light Area known as Meherganj and rescued 164 minor girls (who were less than 18 years of age), helped rehabilitate them while he was ADM & Collector Allahabad during his service for merely 28 days in the year 2014.
After this he moved to Bijnor serving again as ADM & Collector.
In the same year he was posted as Project Director at Government E-Marketplace, Ministry of IT, Government of India where he not just developed but also executed The E-Marketplace portal.
The Varanasi Development Authority was developed to accelerate the process of planned development in Varanasi.
Since 2017, Mr. Singh worked tirelessly to execute and transform various development projects.
Shri Kashi Vishwanath Dham project was inaugurated by Honourable Prime Minister, Shri Narendra Modi Ji in March, 2018.
The current plan is to develop a pilgrim centre, public utilities, library, museum etc. and most importantly, the pathway which will make access easier for pilgrims from the river bank to the Temple.
It was a daunting task for Mr. Singh to get this project moving especially when the pathway had close to 300 buildings.
Amidst the mountain of rubble, Mr. Singh showed the most fascinating side of this project by restoring many ancient temples with spectacular carvings and structures which were hidden inside buildings for over hundreds of years, unknown to the world.
After clearing all the road blocks of Shri Kashi Vishawanath Dham Corridor project, Mr. Singh is expected to transform the constituency of Honourable Prime Minister Shri Narendra Modi Ji and he is all geared up.
With all the legacy, dedication and passion towards his work, Mr. Singh was asked to play the pivot role in transformation of the holy city Ayodhya by Honourable Chief Minister Shri Yogi Adityanath Ji.
In order to develop the city of Lord Shri Ram as a world-class spiritual center, Mr. Vishal Singh was appointed as Municipal Commissioner Ayodhya to keep the city clean and to provide all the basic facilities to the citizens.
Having spearheaded the successful development of Ayodhya as a global spiritual center, Mr. Singh now takes on the challenge of unlocking full potential of District Bhadohi.
Mr. Singh takes the reins at Bhadohi Industrial Development Authority (BIDA), tasked with transforming Bhadohi's industries into the city's economic engine. His strategic vision will be crucial for bringing jobs and prosperity to the community.
